Last night, Richard Javier Ramos,35, made a fateful mistake. He ran from Harris County Sheriff’s deputies when they attempted to pull him over for a traffic violation. He mistakenly thought that HPD’s now- suspended “No-Chase” policy applied to Harris County deputies. Ramos fled down US 59 for 20 miles before finally stopping at a gas station on 59 at Kirby. The Chronicle covered the story too, but left out one important tidbit: The van he was in was stolen. Chief Hurtt’s policy would have been useless in apprehending this Mensa member since the license plate would not have led police to him. The Chron did however point out one tidbit that KHOU did not have at the time: Ramos was already serving time on the weekends for felony evading arrest with a motor vehicle two months ago.
UPDATE: Anita Hassan insists that the vehicle was NOT stolen and that KHOU got the story wrong. I’ve emailed KHOU for comment. We’ll just have to wait and see which was right I guess.
Update II: KHOU’s response? “Thank you.” That’s it, No clarification, no Mea Culpa, no “She’s wrong we’re right”, just Thank You. But I notice that the online story has mysteriously changed…

“serving time on the weekends for felony evading arrest with a motor vehicle two months ago.”
On the WEEKENDS!!!! W T F!!!!! Is this Mayberry? Oh crap, Otis stole another car!!!!
If the HPD “no chase” policy had been in effect we would have never know who he was. In other words, he would have gotten away with the stolen vehicle and we would not have known he was already convicted and serving time.
#2, that is the very reason we MUST make sure city hall gets the message that this policy MUST GO, and Hurtt MUST GO AS WELL.
I’m just surprised this hasn’t happened sooner. No chase policy was a stupid policy and Hurtt is an idiot who will ruin this city.
Why do we always have to hire police chiefs from out of town? This is a “World Class City” and surely we could find a chief from here, not Phoenix or NYC or where ever “out of town brown” came from.

I think it is a prerequisite for police chiefs in Houston. There used to be a time when we promoted within. Now we hire out of town chiefs who appoint their deputy and assistant chiefs, leaving a big gap between the top brass and the hard working officers.
Maybe now this fella will have to do 7 days a week until he is done with his sentence. Stupid a$$ deserves to be locked up for obviously thumbing his nose at the very thought of being a law abiding citizen.
With the actual city of houstonions voting records - (lee period and now the ultra liberial white) I must say - houstonions - you are getting what you asked (voted for)
Now try a little conservatisum and get rid of your liberial attitudes!
Makes me proud to live in the county not the city
You knew there were problems when Chief Hurtt had to put his “chase” policy on hold. He claims it was released too soon and didn’t go thru a review process but he still originally announced it and also had to publicly put it on hold. How many criminals have to get away before we realize that a “no chase” policy only encourages the criminal to run. Are the police letting go a current or future felon??? I guess we won’t know unless they confess by telling the public—Hah Hah!!! You could have stopped me from doing all these crimes if you would have chased me down awhile back!!!
No chase policies rank right up there with “Midnight Basketball.” I guess Mayor Mortimer Snerd thinks that if we don’t chase criminals, fewer Katrinas will be caught and that will lessen his embarrassment over that fiasco. I would also like to know the legal status of Richard Javier Ramos. That could be embarrassing for Mortimer too.
I’m wondering if the insurance companies had anything to do with the tabling of Hurt’s no chase policy. Mortimer may have been told that rates would skyrocket if he implemented the plan.
I spent 22 years as a Volunteer Firefighter - I hated dealing w/ city PD when I was Chief. Not because the officers were Dumba$$es. Most of them were alright - there were a few that were idiots. It was because they had to follow Dumba$$ rules and policies. Had one PD Barney Fife call us out to a very minor fender bender that he witnessed . . . so we could direct traffic while he wrote up his report! Couldn’t understand why I canceled the call when I got on scene. Even threatened to “have me fired for refusing a call!” What was he gonna do - take away my 6 figure Volunteer’s salary? All 6 figures were ZEROS! County S.O. was a much better group to work with - both the officers and their policies.
…being this guy is a budding career criminal…is he an illegal alien?
Since the demoRATS want to impeach President Bush, and misc. other stuff to the Republicans, can we do something about “Chief Hurrrrtttt?” Afterall, he’s hurting us. I cannot believe that he does not want a chase policy because it can hurt the public, but what I want to know is, if you are paying attention, looking in your rear view mirror and looking ahead and BEING AWARE…….If I saw something going on, I think I would HELP…call me a vigiante…..Like that’s a bad name.
