    I agree with 1 and 2, but 3….. ?
    Notes on circumcision:
    77% of American males are circumcised already.
    the Kenya study is for male to female HIV infection which is the prevalent form of HIV there. The study does not address male to male infection, and makes a point of noting that. What is the rate of HIV infection in the prison system right now?

    It is often assumed, with some bit of humor, I might add, that prison inmates will experience rape at some point during their incarceration.

    Why is that funny?

    Why is that allowed?

    Prisoners do still have some basic human rights, such as to not get raped.

    Instead of handing the raping convicts condoms, why don’t they stop them from raping?

    Instead of circumcision, we could go all the way and cut it off. THAT would drastically reduce the transmission of HIV, would it not?

    I propose, rape once, loose the family jewels to a knife - while fully awake and feeling all pain. they wont rape again. (no tongue in cheek - I mean it, rape can be stopped once and for all when the family jewels are the price paid)

    As far as HIV goes - during WWII no one was upset when patients with TB were sent to a sanitarium. No one thought it was cruel to segregate them from society and keep TB contained and these folks were not prisoners.

    WHY DO WE NOT CONTAIN all prisoners with HIV or AIDs in a seperate location. Not just for the safety of other prisoners, but for thier own safety and well being.
